The FAN ID usage guide for the sports events spectators in the period of the FIFA Confederations Cup Russia 2017 holding

Description:

FAN ID is a document issued to sports events spectators by the federal executive authority responsible for development and implementation of the state policy and statutory regulation in the field of information technologies, which is necessary for the entry to the Russian Federation of the foreign citizens and stateless persons (hereinafter – foreign spectators), arriving to the Russian Federation as the sports events spectators, and for the exit the Russian Federation, as well as for the sports events spectators access to the territories of the relevant stadiums on the days of the FIFA Confederations Cup 2017 holding (hereinafter – 2017 FCC).

FAN ID is issued in official paper form (hereinafter – FAN ID in official form), as well as in electronic form (hereinafter – FAN ID in electronic form).

FAN ID in official form is necessary:
- for the entry to the Russian Federation of the foreign citizens and stateless persons, arriving to the Russian Federation as the sports events spectators (hereinafter – sports events spectators), and for the exit the Russian Federation of such foreign spectators (multiple crossing of the Russian Federation State border) without visa issue, with the valid identity documents recognized the Russian Federation in such quality in the period starting before 10 days of the first match 2017 FCC date and ending after 10 days of the last 2017 FCC match date.
- for the sports events spectators access to the relevant stadiums with a match ticket on the days of the 2017 FCC;
- for free automobile transport travel (despite car taxi) in the urban and suburb links, urban ground electric transport, railway suburb transport, following the sports events routes (including “aeroexpress”), subway, provided according to the Part 1 of Article 16 of the Federal law from the 7th of June 2013 № 108-FZ “On the preparation and holding in the Russian Federation the FIFA World Cup 2018, FIFA Confederations Cup 2017 and amendments to some legislative acts of the Russian Federation” (hereinafter – Federal law);
- for the free travel of the sports events spectators in the additional trains, following the sports events routes, which arrive on the match date, on the condition that such spectators have registered on the special website ANPO “Transport directorate-2018” on the information telecommunication net “Internet” (hereinafter – online resource ANPO “Transport directorate-2018”): www.transport2018.com, provided according to the Part 2 of Article 16 of the Federal law.

FAN ID in electronic form provides the entry to the Russian Federation of the foreign spectators, arriving to the Russian Federation (single crossing of the Russian Federation State border) without visa issue with the valid identity documents recognized by the Russian Federation in such quality in the period starting before 72 hours of the first 2017 FCC match and ending on the date of the last 2017 FCC match, with the subsequent issue by the sports events spectators FAN IDs in official form.
FAN ID in electronic form is not issued for the citizens of the Russian Federation.
The foreign spectators entering the Russian Federation with FAN ID in electronic form will be checked in the fans identification system (hereinafter – FIS) at the passport control point of the Russian Federation State border.
FAN ID in electronic form entitles the spectator the right of the registration on a special website ANPO “Transport directorate-2018” and free railway travel in the additional trains, following the sports events routes and arriving on the match days.

FAN ID in electronic form doesn’t entitle the right of:
- access to the stadium;
- free railway travel in the additional trains, following the sports events routes and arriving on the match date.

FAN ID issue:

The citizens of the Russian Federation can issue FAN ID in official form in the following ways:
- personally on the FIS website (www.fan-id.ru);
- in the stationary FAN ID Distribution centers in 2017 FCC host cities (the addresses of the FAN ID Distribution centers can be found on the FIS website: (www.fan-id.ru) in the section “Where to get FAN ID”.

The registration on the FIS website (www.fan-id.ru):

During the registration in the FIS website a spectator shall present and specify the following information:
- personal and contact data;
- photo, according to the requirements for the following downloading on the website;
- the way of FAN ID delivery: by post or personally in a FAN ID Distribution center;
- the ticket(-s) data or the document confirming the possession of tickets for the sports events attendance.

After the data downloading completed in FIS a spectator receives an SMS – notification to his or her telephone number or a letter on the e-mail address, which is specified at the registration, together with a registration confirmation and an application number.
In case of a positive decision a spectator record gets the status “FAN ID is ready for issue” and FIS automatically informs the spectator with notification, specifying the registration number (in the e-mail notification the spectator receives the application number in the form of a bar code).

The registration in a FAN ID Distribution center:

To issue a FAN ID at a FAN ID Distribution center a spectator shall present to the operator:
- the original of an identity document,
- a ticket or a document providing the right of a match ticket obtaining.

FAN ID obtaining:

The citizens of the Russian Federation can obtain FAN ID in official form in the following ways:
- in 52 offices of the Post of Russia. The list of post offices will be published on the FIS website www.fan-id.ru.
- in the stationary FAN ID Distribution centers in 2017 FCC host cities (the addresses of the FAN ID Distribution centers can be found on the FIS website (www.fan-id.ru) in the section “Where to get FAN ID”).

The foreign spectators can obtain a FAN ID in official form in the following way:
- via postal delivery (the address of delivery specified during data entering on the FIS website www.fan-id.ru).
- in the stationary FAN ID Distribution centers in 2017 FCC host cities, situated on the territory of the Russian Federation (the addresses of the FAN ID Distribution centers can be found on the FIS website address (www.fan-id.ru) in the section “Where to issue FAN ID”).
In case the foreign spectators have chosen postal delivery for FAN ID in official form, but a FAN ID in official form has not been received at the specified address, it is necessary to apply to the support service (the information is specified on the FIS website (www.fan-id.ru)).
The foreign spectators receive FAN ID in electronic form on e-mail in PDF format for the following printing on a paper of А4 format.

The entry to the Russian Federation territory in the period of the 2017 FCC holding:

In the period till 00.00 hours of the 7th of June 2017 the entry to the Russian Federation and exit the Russian Federation of the foreign citizens and stateless persons is executed on the basis of an identity document, recognized the Russian Federation in such quality, and a valid visa for the foreign citizens and stateless persons, arriving in a visa order.
The entry to the Russian Federation and exit the Russian Federation of the foreign citizens and stateless persons, arriving to the Russian Federation in a visa free order, is executed with an identity document, recognized by the Russian Federation in such quality.
In case a foreign spectator transits to the territory of the Russian Federation through the territory of a foreign state, under the legislation of which it is necessary to obtain a transit visa, such spectator shall issue a relevant type visa in advance.
In case a spectator uses a FAN ID as an entry/exit document to the Russian Federation it is recommended that spectator’s identity document, recognized by the Russian Federation in such quality, will be valid till the moment of the spectators exit the Russian Federation.

Boarding on the aircraft:

The boarding on the aircraft in the period starting before 10 days of the first match 2017 FCC date and ending after 10 days of the last 2017 FCC match date (taking into account the flight time of the arriving to the point of destination on the condition of arrival to the territory of the Russian Federation after 00.00 hours on the 7th of June 2017 and no later 24.00 hours of the 12th of July 2017) is performed in the following way:
- the foreign spectators, arriving to the Russian Federation in a visa-free order, present identity documents;
- the foreign spectators, arriving to the Russian Federation in a visa order, present:
а) an identity document and a valid visa for the entry to the Russian Federation or
b) an identity document and a FAN ID in official form.
The boarding on the aircraft, landing on the Russian Federation territory in the period starting before 72 hours of the first match 2017 FCC and ending on the day of the last 2017 FCC match (it means 18.00 hours of the 14th June 2017 till the 24.00 hours of the 2nd July 2017), is executed in the following way:

The Russian Federation State border crossing procedure:

To cross the passport control at the check point of the Russian Federation State border the foreign spectators, arriving to the Russian Federation in a visa free order, present identity documents.
To pass the passport control at the State border of the Russian Federation the foreign spectators in the period starting before 10 days of the first match 2017 FCC and ending after 10 days of the last 2017 FCC match, it means 00.00 hour of the 7th of June 2017 and 24.00 hours of the 12th of July 2017, present the following documents:
- an identity document and a valid Russian Federation visa, or
- an identity document or a FAN ID in official form.
To pass the passport control at the State border of the Russian Federation the foreign spectators, arriving to the Russian Federation in a visa demand order in the period starting before 72 hours of the first match 2017 FCC and ending on the day of the last 2017 FCC match, it means 18.00 hours of the 14th June 2017 till the 24.00 hours of the 2nd July 2017, present the following documents:
- an identity document and a valid Russian visa, or
- an identity document and a FAN ID in official form.
- an identity document and a FAN ID in electronic form.
The FAN ID technical support centers, which are situated at the check points of the State border of the Russian Federation, issue a FAN ID in official form duplicate in case of FAN ID in official form loss or damage after the spectator arriving to the territory of the Russian Federation. The FAN ID technical support points are situated in the following passport control points of the Russian Federation State border.
- Moscow, Sheremetievo airport;
- Moscow, Domodedovo airport;
- Moscow, Vnukovo airport;
- Saint Petersburg, Pulkovo airport;
- Kazan, Kazan airport;
- Sochi, Sochi airport;
- Vehicle checking points: Torfyanovka, Leningrad region; Ivangorod, Leningrad region; Burachki, Pskov region.
- Vessel check points: Passenger port in Saint Petersburg.

The free travel right of the sports events spectators on the following kinds of transport on the sports events routes:

- automobile transport (despite car taxi) of the urban links;
- automobile transport (despite car taxi) of the suburb links;
- urban ground electric transport;
- underground;
- railway transport of the suburb links (including "aeroexpress").
It is possible to find the information on the list of these routes, as well as the procedures of free travel right providing on the matches days, on the special Internet resource ANPO "Transport directorate-2018" - com.www.transport2018.com.
To use the possibility of free travel a spectator shall possess a FAN ID in official form and a ticket for a match.
Free travel is provided to the sports events spectators in the additional trains, following the sports events routes and in back direction, arriving on the match date, specified in a ticket for a match or a document that provides the right to receive a ticket for a match, in the prescribed form (hereinafter - the ticket for a match) from departure points, which are located in the 2017 FCC host cities, to destinations that are located in the 2017 FCC host cities, and which are indicated in the tickets for a match.
The additional trains will be directed between the 2017 FCC host cities on the following routes:
— Moscow ↔ Kazan,
— Мoscow ↔ Saint Petersburg,
— Мoscow ↔ Sochi,
— Saint Petersburg ↔ Кazan,
— Saint Petersburg ↔ Sochi,
— Кazan ↔ Sochi
In the absence of one of the documents required for admission to the trains, as well as in the event of discrepancies in the identity document data, regarding a surname, name and patronymic name (if any) with the same data contained in the boarding pass or a FAN ID (permitted discrepancy no more than one letter in the surname), the right of free travel is not provided.

The access of a spectator to the stadium:

To get the access to the territory of the relevant stadium a spectator shall have a FAN ID in official form and a ticket for the match held at present time and stadium.
While passing to the stadium a spectator scans a FAN ID in official form, then a match ticket with the scanner of the access control system at the turnstiles or with a mobile terminal of the access control system at the gate for disabled people.
During the presence at the 2017 FCC matches a spectator must wear a FAN ID in official form on top of the chest over the clothes in such a way that a FAN ID front side with a photo is visible. It is not recommended to hide or take away a FAN ID in official form.
FAN ID in electronic form doesn’t provide the access to the stadium. In this case, it is necessary to issue a FAN ID in official form at the FAN ID Distribution centers situated at the addresses specified on the FIS website ((www.fan-id.ru) in the section “Where to get FAN ID”), or at the temporary FAN ID Distribution center situated near the stadiums on the match days.
If a problem occurs concerning the access to the stadium with a FAN ID in official form a spectator shall apply for FAN ID issue to the temporary FAN ID Distribution center situated near the stadiums on the sports events days or to the FAN ID Distribution situated at the addresses specified on the FIS website ((www.fan-id.ru) in the section “Where to get FAN ID”).

The exit procedure from the territory of the Russian Federation:

The exit from the Russian Federation of the foreign spectators is executed in the following way:
- the foreign spectators, arriving to the Russian Federation in a visa-free order, present identity document;
- the foreign spectators, arriving to the Russian Federation in a visa order, present:
а) an identity document and a valid visa, or
b) identity document and a FAN ID in official form.
To provide the spectators exit from the territory of the Russian Federation the FAN ID technical support centers function in the 2017 FCC host cities airports till 24.00 hours of the 12th of July 2017 as well as at the vehicle and vessel check points of the Russian Federation State border.
In case of loss, theft, damage and the need to replace FAN IDs in official form on the territory of the Russian Federation, a spectator shall immediately apply:
- to the FAN ID Distribution centers situated at the addresses specified on the FIS website (www.fan-id.ru), in the section “Where to get FAN ID”;
- to the temporary FAN ID Distribution centers situated near the stadiums on the days of the sports events holding;
- to the FAN ID technical support points at the 2017 FCC host cities airports, vehicle and vessel check points of the Russian Federation State border.
