What is a FAN ID?
A FAN ID is a mandatory document for all spectators of UEFA EURO 2020™ matches in Saint Petersburg (Russian Federation), and it is required to access the stadium.
A FAN ID is required to acсess the Saint Petersburg stadium on the UEFA EURO 2020™ match days in Saint Petersburg:
13 June 2020 (Group Stage, Group B)
17 June 2020 (Group Stage, Group B)
22 June 2020 (Group Stage, Group B)
3 July 2020 (Quarter-final)
A FAN ID ensures a comfortable and safe stay for spectators at the stadium.
A FAN ID is issued free of charge.
The following personal data is indicated on the FAN ID:
- surname, first name(s), middle name(s)/patronymic name of the spectator;
- date of birth;
- sex;
- number of the identity document;
- nationality;
- FAN ID number.
A FAN ID is issued on paper and in electronic form.
A FAN ID on paper is a small laminated card containing personal data and a photo of the owner.
A FAN ID in electronic form, containing personal data and a photo of the owner, is sent to the e-mail address specified during registration for a FAN ID, in the form of a PDF file for printing on A4 paper.
Citizens of the Russian Federation are issued with FAN IDs on a laminated card.
There are two types of FAN IDs available to foreign citizens and stateless persons (foreign spectators):
- FAN ID on a laminated card;
- FAN ID in electronic form, designed only for visa-free entry to Russia and departure from Russia and not granting access to the stadium.
A FAN ID on a laminated card is required to access the stadium.
Foreign spectators can enter Russia using their FAN IDs and identity documents, that are recognized as such by the Russian Federation (Passport), without a Russian visa during the period from 00:00 on 30 May 2020 to 23:59 on 3 July 2020 (local Russian time).
Foreign spectators can leave Russia using their FAN IDs and identity documents, that are recognized as such by the Russian Federation (Passport) during the period from 00:00 on 30 May 2020 to 23:59 on 13 July 2020 (local Russian time). -
Is a FAN ID mandatory for all spectators?
A FAN ID is mandatory only for the spectators of the UEFA EURO 2020™ matches that will be held in Saint Petersburg (Russian Federation).

Can I buy a ticket using one identity document and apply for a FAN ID with another one?
Yes, you can. The same identity document must be used to fill in a FAN ID application form and to collect the FAN ID.

Can I get a FAN ID before buying a ticket to a match?
No, a FAN ID can be issued only to a holder of a ticket for a UEFA EURO 2020™ match in Saint Petersburg (Russian Federation).

Can I obtain my FAN ID after buying a ticket, but without having the ticket at hand?
You will require your ticket date only when you submit your application for a FAN ID. To collect your FAN ID, you will not need the ticket at hand. However, your order number or ticket number may be required if a mistake is found in your FAN ID application.

What is the FAN ID issue procedure: one FAN ID per spectator of UEFA EURO 2020™ matches in Saint Petersburg (for all or for several matches) or is a separate FAN ID required for each match?
A single FAN ID will be issued to each spectator for all the UEFA EURO 2020™ matches in Saint Petersburg (Russian Federation).

What is the validity period of a FAN ID?
Spectators can use their FAN IDs during the entire period when the UEFA EURO 2020™ matches are held in Saint Petersburg (Russia Federation).

I have the FAN ID that I used to attend FIFA Confederations Cup 2017 or FIFA World Cup 2018 matches, do I need to get a new FAN ID?
Yes, a new FAN ID is required to attend UEFA EURO 2020™ matches in Saint Petersburg (Russian Federation).

How can I receive my FAN ID if the application has already been approved?
If your application is approved, you can collect your FAN ID at the FAN ID Distribution Centres.
The addresses and opening hours of the FAN ID Distribution Centres will be published on the official website www.fan-id.ru in the Where to get section.
Alternative ways to get a FAN ID will be published later. -
I have a ticket for the UEFA EURO 2020™ match in other city (Amsterdam, Baku, Bilbao, Bucharest, Copenhagen, Dublin, Glasgow, London, Rome), shall I get a FAN ID?
No, only spectators of the UEFA EURO 2020™ matches in Saint Petersburg (Russian Federation) can obtain FAN IDs.

If a person who has submitted an application for FAN ID issue changes his or her surname after submitting the application, does such a person need to obtain a new FAN ID?
When submitting an application for FAN ID issue, it is necessary to provide the information from a valid identity document; therefore, such a person will need to apply for a new FAN ID.

If I have lost/forgotten my FAN ID, can I obtain a duplicate in place?
To obtain a replacement FAN ID, it will be necessary to present the identity document, the details of which were indicated in the FAN ID application. A lost/forgotten FAN ID will be blocked.

Do children have to obtain a FAN ID?
Yes, they do. Children must obtain their own FAN IDs.

Who can submit an application and obtain a FAN ID for children under 14?
A legal representative of the child can submit an application for a child under 14, sign consent to the processing of the child’s personal data and receiving notifications, and obtain a FAN ID. This can be one of the child's parents or a representative appointed by a child protection body.
The child’s original birth certificate, an identity document of the child’s legal representative, a ticket or a document granting the right to obtain a ticket, and a certificate of guardianship (if the child’s interests are represented by a guardian) (Art. 64, 123, 148.1 of the Family Code of the Russian Federation, Part 1 Art. 26, Art. 28 of the Civil Code of the Russian Federation, Art. 7 and 8 of Federal Law dated 24 April 2008 No. 48-FZ "On Guardianship and Custody") are required for this.
Please note that in order to submit a FAN ID application for a child it is necessary to have his or her picture taken. -
What document should be used for submitting a FAN ID application for citizens under 14?
To submit an application for a FAN ID for citizens of the Russian Federation under 14 their birth certificate or travel passport data is used.
To submit a FAN ID application for foreign citizens under 14 the information from documents identifying them, that are recognized as such by the Russian Federation, (passport) is used, unless current laws of the Russian Federation provide otherwise. -
Does the child has to be present when applying for a FAN ID at a FAN ID Distribution Centre?
Yes, the child must be present to take her/his picture.

FAN ID terms of use for visa-free entry into Russia
Foreign citizens and stateless persons can enter and leave the Russian Federation multiple times without a visa using their FAN IDs on a laminated card as well as in electronic form, subject to having a valid identity document, that is recognized as such by the Russian Federation (Passport).
Entry to the Russian Federation is possible from 00:00 on 30 May 2020 to 23:59 on 3 July 2020 (local time of arrival in Russia).
Departure from the Russian Federation is possible from 00:00 hours on 30 May 2020 to 23:59 on 13 July 2020 (local time of departure from Russia). When applying for a FAN ID, a spectator must specify the data of the identity document (passport), that he/she will use for entering the Russian Federation.
When a FAN ID is used as an entry/exit document for UEFA EURO 2020™ in St. Petersburg, the identity document of the foreign spectator must be valid at the time of entry into and during the period of stay in the Russian Federation.
ID cards of foreign countries CANNOT be used to enter the Russian Federation.
If the FAN ID application has been approved or the FAN ID has been received, and the foreign citizen or the stateless person receives a new passport, on the basis of which he/she is going to enter the Russian Federation, it is necessary to change the data in the FAN ID.

List of data required to apply for a FAN ID.
To apply for a FAN ID, the following data is required:
- spectator’s surname, first name(s), middle name(s)/patronymic name;
- date of birth;
- sex;
- details of the identity document (document’s type, series, number, issuing authority, date of issue);
- nationality;
- ticket order number or ticket number for UEFA EURO 2020™ matches in Saint Petersburg;
- photo;
- mobile phone number;
- e-mail address;
- postal address for the FAN ID delivery. -
What are the statuses of a FAN ID application and what do they mean?
FAN ID applications can have the following statuses:
"Approved" – a positive decision has been taken in respect of your application and your FAN ID can be issued.
"Not found" – you need to make sure that you have entered the number of your FAN ID application, and not your ticket application number or ticket number.
"Under consideration" – a decision in respect of your application is pending.
"Rejected" – a negative decision has been taken in respect of your application.
"Cancelled" – the application has been rejected because you have provided incorrect data. -
I have received SMS confirmation that my application has been accepted for processing. What should I do next?
You have received (by SMS and email notification) confirmation that your application has been accepted for review. Expect another notification about the status of your application.

How many applications can I submit using one ticket order number if it includes several tickets?
You may use your ticket order number several times (depending on the number of purchased tickets).

When I enter my application number in the "Check the status" section, the system displays the answer "Not found".
Please take note! Check that you have entered your FAN ID application number, and not your ticket order number/ticket number.

What should I do if I have forgotten my application number?
If you have lost the application number, you may check the FAN ID application status on the official website www.fan-id.ru using the details of your identity document (in the "Application" section -> "Forgot Application Number?")
Please note that the FAN ID application number is not required to collect the FAN ID. If your application has been approved, you can collect your FAN ID by presenting your identity document. -
FAN ID photo requirements.
The photo must be clear and in colour with an uncovered full-face image without hat or headgear. For uploading at the portal, the photo must be in the .jpg or .jpeg format with a maximum file size of one (1) megabyte with a minimum width of 420 pixels and a minimum height of 525 pixels.
The photo should be taken not more than six months before the filing date of the application.
The positioning requirements for the photo are the following: the photographed person should be directly facing the camera with eyes open and mouth closed; the face should be entirely in focus; the number of people in the picture should be no more than one, no chair backs or toys are allowed; the background must be plain white, the use of yellow, red, or other color lighting is not permitted, the face should be evenly illuminated, the face and eyes must be clearly visible and free from shadows, there should not be any bright spots in the photo, the "red eye" effect is not allowed.
The subject’s headgear must not conceal the face oval (e.g. for the persons whose religious beliefs do not allow them to be seen by strangers without a head covering or for whom the continuous wearing of a head covering is a mandatory attribute of their national or religious affiliation) provided that the spectator is shown wearing such headgear in his or her identity document.
Persons who always wear eyeglasses may provide/take their photo while wearing eyeglasses. The eyeglasses should have clean and transparent lenses (without tinting) so that the eyes are clearly visible. The rim of the eyeglasses should not hide the eyes. The eyeglasses should not show any glare; eye bandages are allowed only for medical reasons provided that the spectator is shown wearing such an eye bandage in the photo in the identity document; editing the colour image to improve the image is not allowed.

Changing FAN ID application data

I made mistakes while entering my personal data in the application. I need to correct my full name or my date of birth.
You can submit a new application with the correct data.

I have entered incorrect contact information or address in my FAN ID application or uploaded a wrong photo. I need to correct my contact information, delivery type, address, photo or sex. What should I do?
You can correct your FAN ID application yourself. To make corrections, you need to wait for the results of your application review.
After a decision in respect of the application is made you must fill in the FAN ID application once again specifying the same personal information that you specified in the previous application on the first page.
Then you must enter data that you can correct yourself: delivery type and address (if your FAN ID has not been sent to the previously specified address yet), photo, contact details and sex. To confirm the corrected data, you will receive a text message and an electronic notification to the email address you specified during your previous registration along with the control code. After entering the control code, your application will be corrected in accordance with the newly entered data. If the control code is not entered or entered incorrectly, the application will not be updated.
If you have no access to the Internet, please contact one of the FAN ID Distribution Centres to correct your application. -
If a spectator applies for a FAN ID and then changes his or her surname, will a new FAN ID be required?
When applying for a FAN ID, the details of your valid identity document must be specified, therefore, you need to apply for a new FAN ID.

What documents must be presented by a spectator in order to apply for a FAN ID at a FAN ID Distribution Centre?
You must present the original identity document (original birth certificate for children under 14), a ticket for a match or a document which entitles you to get a ticket for a match.

What documents must be presented to collect the FAN ID at a FAN ID Distribution Centre if you have submitted your application on the official website before that?
You must present the original identity document (original birth certificate for children under 14) the details of which were specified in the FAN ID application and (if possible) provide the application number.

Code of conduct at the FAN ID Distribution Centres.
At the FAN ID Distribution Centres, it is prohibited:
- to be under the influence of alcohol or drugs;
- to perform actions which endanger your own health and safety, as well as the health and safety of others;
- to perform actions which are aimed at provoking hate and hostility or violate the dignity of a person or a group of persons based on their sex, race, nationality, language or religion;
- to offend public morality;
- to enter the centre with animals or birds, except for service dogs with muzzles;
It is prohibited to bring to or use at the FAN ID Distribution Centres the following things:
- weapons of any kind including those for self-defence, ammunition, piercing and cutting objects, objects which may be used as weapons, explosives, poisonous and strong smelling substances, radioactive materials;
- flammable and pyrotechnical substances and products (except for matches and lighters), including distress flares, flares, firecrackers, gas cylinders and chemical materials which may be used for making pyrotechnical products;
- other substances, articles and products which may produce smoke or flame;
- devices and articles which are not pyrotechnical for scattering or dispersion of various materials and substances (confetti cannons);
- colouring substances;
- alcoholic beverages of any kind, narcotics or toxic substances or stimulants;
- propagandistic materials of extremist nature or those containing Nazi signs or symbols or signs or symbols of extremist organisations;
- illicit trade or distribution by any means of political, religious and racist materials (including posters, leaflets, brochures). -
Can I collect the FAN ID at a FAN ID Distribution Centre on behalf of my spouse, friend, or relative?
A FAN ID may be collected by an authorized representative subject to him/her providing a copy of the principal’s identity document, a power of attorney certified by a notary public and the representative's identity document.

FAN ID delivery and collection

FAN ID postal delivery to Russian citizens.
At the spectator's request, the FAN ID can be delivered by post. To do this, when submitting his/her FAN ID application, the spectator needs to select "At a Russian Post office" as the type of collection and select the post office, where the FAN ID will be delivered.
The spectator will receive two delivery status notifications. These messages will be sent to the e-mail address and the phone number specified by the spectator during the registration:
Notification of the FAN ID being sent to the address of the selected post office;
Notification of the FAN ID being delivered to the selected post office.
The FAN ID package can be tracked on the official website of the Russian Post at www.pochta.ru/tracking. The tracking code will be provided in the SMS and e-mail notifications.
The FAN ID is delivered to the post office marked as "Poste Restante - To Be Called For" and kept there for 30 days. The storage period starts on the day following the day of the receipt by the post office.
The same identity document must be used for both submitting a FAN ID application and collecting the FAN ID. A list of the recipient's identity documents that can be used for collecting the FAN ID at the post office:
- Russian passport prooving the identity of the citizen of the Russian Federation witnin the Russian Federation - for Russian citizens aged 14 and older;
- Russian passport proving the identity of the citizen of the Russian Federation outside the Russian Federation (international passport) - for Russian citizens aged 14 and older;
- Birth certificate or international passport – for Russian citizens aged between 6 to 14 subject to a legal representative presenting an identity document as well as documents confirming their power to act as a legal representative.
A third party cannot collect the FAN ID at the post office using a POA.

FAN ID delivery to a post office for Russian citizens under 14.
FAN IDs for Russian citizens under 14 are delivered to a post office at the request of a legal representative of the minor.
FAN IDs are issued to children under 6 and given to their legal representatives without the children’s presence.
FAN IDs are issued to children aged between 6 and 14 in the children’s presence and given to their legal representatives subject to presenting the recipient’s identity documents.
FAN IDs can collected by a parent, an adoptive parent, or a guardian on the basis of their identity documents and documents confirming their power to act as the recipient’s legal representative.
A list of documents confirming the power to act as the recipient’s legal representative:
To confirm the parents’ power to act as the child’s legal representatives, the following documents must be presented:
- child’s birth certificate containing information about the parent;
- parent’s passport or other identity document containing information about the child (if the surname, first name(s) or middle name(s)/patronymic name have been changed, documents confirming the specified changes must also be presented).
To confirm the adoptive parents’ power to act as the child’s legal representatives, the following documents must be presented:
- adoptive parent’s identity document;
- child’s birth certificate specifying the adoptive parent as a parent (Paragraph 3 Article 44 Federal Law No. 143-FZ “On Civil Statuses” dated 15 November 1997).
To confirm the guardians’ (including adoptive or foster parents) power to act as the child’s legal representatives, the following documents must be presented:
- guardian’s identity document;
- child's birth certificate;
- guardianship certificate issued by social services (or a certificate on preliminary guardianship in accordance with Article 12 of the Federal Law No. 48-FZ “On Guardianship and Custody” dated 24 April 2008). -
FAN ID delivery to foreign citizens and stateless persons by post.
At the request of a foreign spectator, his/her FAN ID can be delivered by post. In order to request this, when applying for a Fan ID, a foreign spectator should select the type of delivery “By post” and specify the postal address where the Fan ID should be delivered.
The foreign spectator will receive a notification about the Fan ID being sent to the email address and an SMS notification to the phone number indicated by the spectator during registration.
The FAN ID can be tracked on the official website of the Russian Post: www.pochta.ru/tracking. The tracking code will be provided in the SMS and e-mail notifications.
When applying for a FAN ID, the data of the identity document, which will be used to enter the Russian Federation, must be specified. -
The FAN ID was sent to the post office but I couldn’t get it because there was a mistake in the name or the date of birth.
You need to submit a new FAN ID application and specify your correct personal data. After the new application is approved, you will be able to obtain your FAN ID with the correct personal data.

After the data correction, the FAN ID will be sent to you again.

My FAN ID was sent to me by post. There was a mistake in the address and my FAN ID was sent to a wrong place.

What do delivery statuses mean?
There are the following FAN ID delivery statuses:
"In print" – the FAN ID is being produced.
"Delivered to the spectator" – the FAN ID has been delivered.
"Delivered to an operator" – the FAN ID has been delivered to a postal operator.
"Issued" – the FAN ID has been produced.
"Returned" – the FAN ID has been returned to the FAN ID Distribution Centre.
"Not processed" – the FAN ID has not been produced yet.
"Sent" – the FAN ID has been sent.
"Declined during the data verification" – you need to provide a new photo in order to obtain a FAN ID. -

Follow My Team tickets (conditional tickets)
If you have Follow My Team tickets (conditional tickets) for the UEFA EURO 2020™ quarter-final match, which will be held at the Saint Petersburg stadium (Russian Federation) on 3 July 2020, you will be able to apply for a FAN ID during the round of 16, only after receiving a notification from UEFA that your team has qualified for the next round of the tournament and your ticket(s) has(have) become valid.
The foreign citizens, who have valid tickets and plan to use FAN IDs to enter the Russian Federation without a visa will be able to enter and leave the Russian Federation using their FAN ID electronic forms and identity documents recognised as such by the Russian Federation (Passport).
The PDF file with personal data and a photo of the spectator sent to the email specified by the spectator when applying for the FAN ID serves as the confirmation of the FAN ID electronic form. The PDF file must be printed on A4 paper and carried with you when traveling to Russia.
The FAN ID electronic form is designed only for visa-free entry into and exit from Russia and does not grant access to the stadium. To access the stadium, you must obtain a FAN ID on a laminated card. During the UEFA EURO 2020™ matches, a sufficient number of the FAN ID Distribution Centres will be operating, including near the Saint Petersburg stadium.
Entry to the Russian Federation using the FAN ID and the identity document recognised as such by the Russian Federation (Passport) is possible from 00:00 on 30 May 2020 to 23:59 on 3 July 2020 (local time of arrival in Russia).
Departure from the Russian Federation is possible from 00:00 hours on 30 May 2020 to 23:59 on 13 July 2020 (local time of departure from Russia).

Updated FAN ID

Information about the updated FAN ID
All spectators who have applied for a FAN ID before 1 October 2020 and plan to attend UEFA EURO 2020™️ matches in Saint Petersburg in 2021 need to obtain an updated FAN ID.
The previously issued FAN IDs will not be valid for attending UEFA EURO 2020™️ matches, as well as for entering and leaving the Russian Federation in 2021.
If you are the holder of a valid order or ticket of the UEFA EURO 2020™️ matches in Saint Petersburg, you need to confirm or change your data for the subsequent reissue of the FAN ID. To do this, click the link, enter the number of the FAN ID application and captcha, and select "Check status".
Then if your personal data has not changed, enter the valid order number or ticket number and the number of your identity document, and select "Confirm data".
If your data has changed, enter the valid order number or ticket number and the number of your identity document, select "Change data" and specify what changes you need to make. The data will be changed after the FAN ID application is confirmed.
You can also cancel your FAN ID application if, for some reason, you will be unable to attend the UEFA EURO 2020™️ matches in Saint Petersburg in 2021. To do this, click the link, enter the number of the FAN ID application and captcha, then the number of your identity document, and select "Delete data".
You can confirm, change your data, or delete your FAN ID application until 31 December 2020. If you don’t confirm your data until 31 December 2020, your FAN ID application will be canceled. Don’t worry, after 31 December 2020, you will be able to apply for a FAN ID again.

All spectators who applied for a FAN ID after 1 October 2020 will receive an updated FAN ID.
